OUTGOING European Union (EU) transport Commissioner Loyola de Palacio has left her Brussels job on a high note, being named 'Woman of the Year 2004' by the International Road Federation. The Spaniard ascribed her award from the advocacy group to EU investment to European road infrastructure, safety improvements and liberalisation policies.
