ON the face of it, Japan and Russia are perfect partners for growing trade in liquified natural gas (LNG). Japan has always had few fossil fuel resources for powering its sophisticated industrial economy, and Russia has plenty of gas to export. But while continuing demand in Japan has been encouraging investment in LNG production and logistics linking eastern Asiatic Russia with Japan, a harsh climate, with ice-bound seas, has made this a tough challenge.
